Background on the Emily Carr Branch Relocation
The relocation of the Emily Carr Branch to new space better meets the needs of today’s users and was the top priority in GVPL’s long range facilities plan. The former facility lacked elevator access, making the washrooms located on the lower level inaccessible for many, heating and cooling systems were out-of-date and inefficient, and the site was now locked between two major roads. Relocation Project Timelines
January 6, 2014: New branch opens at Uptown at (#101-3521 Blanshard St. (upper level)
December 15, 2013: Emily Carr Branch closes its location at 3500 Blanshard St. The book return chute will remain open.
September – November 2013: Construction of Tenant Improvements.
August 2013: Building Permit, Tender and Awarding of Tender.
June/July 2013: Library Design Team finalizes the floor plans, millwork and other design and equipment plans.
May 13, 2013: District of Saanich Council approves the negotiation of lease over a 10 year period and the maximum expenditure of $730,000 for tenant improvements to relocate the Emily Carr Branch to Uptown.
April 26, 2013: Board approves the relocation of Emily Carr Branch to Uptown and requests progress report on accessibility and other issues.
March 26, 2013: Board receives the Consultation Summary report.
March 9-16, 2013: Emily Carr Branch Relocation Consultation Survey and Open House held to gather input and outline plans for new space to meet needs of today’s users.
February 26, 2013: GVPL Board directs staff to conduct a detailed evaluation of the opportunity to relocate the branch to new space at Uptown.
December 2012 – February 2013: Preliminary investigation of possible sites at Uptown.
September 2012: Meeting with District and Library Senior Staff re: facility improvement needs; Emily Carr Branch identified as the top priority.
