GVPL goes fine-free to increase access and equity
Since 2024, the Greater Victoria Public Library (GVPL) has eliminated overdue fines, making it easier for everyone in the community to access library services. Borrowers are still responsible for returning items on time, but late returns no longer result in fines. Materials overdue by 21 days or more are considered lost, and a replacement fee applies.
The change applies to all physical items, though fees for lost or damaged materials remain in place. Removing overdue fines helps reduce barriers to library access, particularly for lower-income community members who are most affected by these fines.
Libraries across North America have reported positive outcomes from fine-free policies, including improved access and stronger connections within their communities. GVPL is proud to be among those libraries that have adopted fine-free policies.
