Greater Victoria loves to read and learn. Every day, we do all we can to serve a community powered by curiosity. In 2025, more than 154,000 people found something they needed here. That makes us one of the most widely used public library systems in Canada—and we’re proud of it.
This year, we’ve continued to create collections and programs that support lifelong learning at all ages. And throughout it all, we’ve worked closely with our community to make sure what we’re doing works for you.

2024 Annual Report
Greater Victoria is a community that loves to read, learn, and discover. In 2025, more than 154,000 people used GVPL, making it one of Canada’s most widely used public library systems.
This year’s report reflects a library shaped by its community—growing collections, welcoming spaces, and programs that support lifelong learning. It also shows how we’re strengthening digital access, building partnerships, and responding to changing needs.

Bestsellers. Hidden gems. New voices. Discover these and more at GVPL with the help of our knowledgeable staff, not algorithms. We continue to highlight diverse voices with special collections year-round. In turn, you’ve shown a strong curiosity to keep exploring, with more than six million checkouts last year. As we add new ways to read and discover, digital borrowing has grown too, making up nearly half of all items checked out in 2025.

Little readers, big imaginations
A love of reading starts early. We make spaces where that can grow. Our children’s areas are designed to spark imagination. Each branch has a playful theme inspired by its surroundings. Embark on woodland adventures at Juan de Fuca or sail off into new horizons at Esquimalt. With storytimes and more, we make early literacy joyful and welcoming for kids and families.

Welcoming the community
As our community’s needs change, so does the library’s role. We must also be a place to connect. Many turn here to find support from real people. We ensure community resources and programs have a strong showing across the library. We’ve recently expanded resources for newcomers, strengthened partnerships, and removed overdue fines.
